Sylvie Goulard is a French politician known for her commitment to Europe and her understanding of institutional issues. A graduate of the Paris Institute of Political Studies (Sciences Po) and a former student of the École nationale d’administration (ENA), she has built a career combining public service, strategic thinking, and international cooperation. From an early stage, she specialized in topics related to the European Union, economic governance, and common policies.
Between 2009 and 2017, she served as a Member of the European Parliament, where she worked on financial, industrial, and defence issues. She actively participated in debates on the future of the eurozone and the strengthening of European institutions. In 2017, she was appointed Minister of the Armed Forces before continuing her work in roles related to European affairs.
Subsequently, Sylvie Goulard joined the Banque de France as Deputy Governor. There, she contributed to reflections on financial stability, monetary innovation, and international economic cooperation. Author of several books dedicated to Europe and democracy, she remains an influential figure in contemporary European debate.
